Programme Design, Delivery and Resource Mobilisation

Programme Design, Delivery and Resource Mobilisation

From a good idea to a funded, well-run programme.

Development programmes are won or lost in the details: a sound theory of change, a proposal that convinces funders, coordination that holds across many locations, and monitoring that shows honestly what is working. We support programmes at every stage, from the first funding proposal to the final evaluation.

Where we help
  • You have a credible project but need a proposal strong enough to win donor or government funding.
  • A programme needs a clear theory of change, results framework and monitoring system.
  • Finance and support must reach thousands of beneficiaries across many states.
  • A funder needs an independent supervision mission, mid-term review or impact assessment.
  • A programme needs experienced management to keep partners, activities and reporting on track.
What this service involves

We design results-oriented programmes, help secure their funding and support their delivery. For funders, we provide independent supervision and evaluation. For implementers, we provide management, coordination and the training their teams need.

How we support you
  • Grant proposal development and resource mobilisation. End-to-end support, from opportunity identification and funding landscape analysis to proposal writing, budgets and submission management, for bilateral and multilateral donors, foundations and government programmes.
  • Programme design. Theories of change, logical frameworks and monitoring systems built in from the start.
  • Monitoring, evaluation and learning. Baseline studies, mid-term reviews, supervision missions and impact assessments.
  • Programme management and coordination. Day-to-day management of programmes and field operations, including large-scale deployment across many locations.
Who we work with

Multilateral agencies and their programmes, including IFAD, the World Bank, AfDB, FAO and UNDP; bilateral development partners; federal and state governments; foundations; and private sector partners in agricultural and enterprise programmes.

Why it matters

Well-designed and well-run programmes reach more people for every naira or dollar spent. Independent evaluation tells funders and managers what to keep, what to fix and what to stop.

Relevant experience
  • Team Leader for three consecutive supervision missions of the IFAD-funded Rural Finance Institution-Building Programme (RUFIN), assessing rural financial institutions across Nigeria.
  • National Coordinating Consultant to NIRSAL Plc, leading the design and deployment of a field programme that placed more than 1,000 graduates in all 774 local government areas.
  • Lead Training Consultant to the IFAD Value Chain Development Programme, reaching 240,000 smallholder farmers across 9 states.
  • Programme management of the UNDP-funded HER-AfCFTA programme, supporting 40 women-led enterprises to use the opportunities of the African Continental Free Trade Area.
  • The co-financing proposal for Mambilla Legacy Farms under the IFAD Livestock Productivity and Resilience Support Project, with a US$2.56 million indicative budget over 24 months.
